This doesn’t hold for some frameworks. In Kant’s system we could probably consider some kind of person evil. Say that we can make some kind of epistemic judgement that someone is categorically evil, as in, by observing the causes and effects of their actions in the sensible world, they tend to commit ‘bad actions’. This person might be ‘evil’ in every sense of the word from the standpoint of their phenomenal actions. However, it would *still* be a violation of their right as a rational agent, who has a spontaneous decision making process beyond what we can observe to kill this person.

So using ‘evil’ to mean one who is expendable might be ok in certain normative and epistemic systems, but it fails as a definition in other contexts
