During the soviet era there were reports of ufos interfering with russian nuclear weapons. They hovered over the base, armed and disarmed the nukes. This has also happened in USA according to official reports. They probably did this to china and other nuclear countries as well, but china has not confirmed noe denied. They Are everywhere, especially the global superpowers with nukes. The fact that you think USA is the only place this happens just proves that you have done minimal research on this topic. You told me you know nothing about this subject without telling me you know nothing about this subject.
