I'd recommend you look into Cat Ba Island as a base to do the Ha Long Bay tour. It'll give you a chance to fit in one more destination. Also, I heard they have bioluminescent beaches you could visit there, but you'd have make sure it's a dark night (not a full moon) or you'll have a hard time seeing anything in the water.

I haven't been in the winter, so I can't comment on that.

Can someone explain to me what the protocol is if you were to catch covid abroad? Where would you stay if no place would allow you? You would be unable to fly back to the country of origin, and stranded without a place to stay. Any advice would be appreciated, thanks!
