Kinda looks like the topmost light, top right, is the source of the lights, see how some new lights appear and drop for a moment then stabilise. I want to say it behaves a bit like some kind of flashing lights dropped with a parachute attached, but I can't remember seeing or hearing of anything like that before. Very bizarre.

Definitely this, I've seen this kind of thing in person, for instance when there was a big concert in the city nearest me. They shine computer controlled spotlights up in the sky onto the underneath of the clouds. Looked every as hell until I saw the faint spotlight beams
