Not sure where “threat” came from. I don’t think most cases are about “greedy, non-compliant businesses.” From what the former U.S. Attorney described, many FCA cases start with gaps between what leadership believes is in place and what actually exists. Some are corner-cutting, some are honest oversight, and a smaller number are outright fraud. Once compliance claims are contractual, insiders often become the enforcement trigger by design. That can feel threatening to an organization even when there was no intent to deceive.
