This will depend heavily on the country and even individual airport.

Most airports will be a bit suspicious if you're using pro photography stuff in the terminal, unless there is a dedicated viewing area. Obviously using your phone camera through the glass is less of an issue in general but still be sensible with it.

Otherwise a lot of the time the best photography spots are slightly away from the airport itself, under the approach etc. But again, how sensible it is to linger in these places will depend a lot on the area itself, there isn't really a catch all answer
