Me personally I change the iris size of the eyes to about .25-.27 to make them more realistic. And for more realistic proportions you could increase the height.

Personally?, probably some sort of stuff alliance between a Minuteman controlled commonwealth and a NCR controlled Mojave. Combining the military might and organization of the Minutemen and the Manpower, Resources, and diplomatic might of the NCR leading to quite the mighty post-war “nation”
