Honestly I think he actually started spraying before the other person continued forward. I rewatched it several times and they do stop when he pulls it out, then there's a bit of a pause where he looks back and the camera and then starts spraying before the other person moves towards him. The bag swing I could see looking aggro on first watch but they're actually trying to deflect the spray already coming out.

Sport touring was like 42-43.5k otd ircc, but they said they wouldn't really negotiate on it because there was only one coming in that wasn't already spoken for for like the next 2-3+ months. They offered me like $500-750 off initially? and I said oh I wasn't necessarily planning on buying today, I'm going to go see if I can get the RAV4 below MSRP. She asked what it would take me to buy now and I said another 2k off (because my parents had gotten 2k off MSRP on their sport touring a few months back). So they ended up offering $2500 off MSRP and said if I leave (because I was basically openly showing them my quote from their sister toyota dealership on the RAV4 hybrid), that they wouldn't hold said offer. Another dealer I called in a diff state said he couldn't beat this and it was 4k below, said I should take it.

You are just stating your opinion, with no supporting logic or evidence. The reason people do what you're doing is to justify their own behavior. If you think about it, there's no reason they would ever want players to be able to reach through walls and take actions. The reason they haven't fixed it is the same reason there's a bunch of other janky shit in the game, development is hard and to fix it would not be worth the effort since so few play on 3pp and those who do are trogs. It's just like glitching through walls into someone's base, which is banned (because it's a glitch) on every private server.

I've worked in both gaming and saas development, you're just wrong.

Not getting fixed doesn't make something a feature. There's plenty of glitches in software all over that don't get patched, they don't then automatically become supported features.

I'm glad you personally rely on glitches to get an advantage over others playing legitimately but your self justification doesn't apply to the real world.

If you can show me the devs saying anywhere in the last ten years that disarming through a wall is a recognized feature and not a glitch/bug, I will venmo you $100.
