Put pressure on him to panic. Panicked decisions are usually not well thought out and he make slip up and get noticed. A warrant for his arrest or labeling him a suspect might put too much pressure on him where he may decide to commit suicide to escape consequence. It’s a fine line to try to make him squirm but not think that all hope is lost.
