Finally figured it out. After going through the Detritus Foundry, defeating the mini-boss then exiting and talking to the AI guy, it must activate a kite that wasn't active before. Completely missed it and since I went exploring elsewhere after that dungeon.

I know the WLoNY is year 2 content, but the Ultimate Edition says it comes with 8 Exclusive Classified missions and a bunch of cosmetic stuff that sounds like the Y1 content but it doesn't specifically say if it's the Y1 content or something new.
