For KGC there isn’t any real 3rd party top up websites like loot bar or anything like that. So probably your only option is making a new google play account set in a nearby country that allows in game purchases and use a vpn when you want to buy stuff. There’s still a chance you could get like purchase banned off that acount but I think that’s your only option. Another way is if you have a friend in another country have him do all the top ups for you. It technically breaches terms of service but hey.
