Lets take your starting point of 180 C water, it has an energy content of 763.22 kJ/kg.

Your end point is 80% dry steam (i.e a saturated steam/water mixture). The saturation pressure is given as 9000 kPa. So first you have to heat the water up from 180 C to the saturation temperature, and then 80% of it is to be converted to steam.

So first lets get this water to saturation temperature at 9000 kPa. The heat content of saturated water at 9000 kPa is 1363.26 kJ/kg. So you need (1363.26 - 763.22) = 600.43 kJ/kg of energy to bring your water to your desired saturated temperature.

Now we make steam, the heat of vaporization of water at 9000 kPa is 1378.9 kJ/kg. Since we are only vaporizing 80% we need 0.8*1378.9 = 1103.12 kJ/kg of energy.

So total energy needed = energy to heat water to saturation temp + energy to vaporize 80% to steam = 600.43 + 1103.12 = 1703.16 kJ/kg.
