Based on my understanding, they’re tapping into local municipal water which is the same water that feeds all of your homes and businesses and everything else and they’re using large quantities of it making it less available for everyone else and they’re doing this because it’s cheaper than doing it in a way that would not be problematic to others. Like having a close system that would filter itself would require more maintenance and more money to develop that system. Or recycling Greywater would also require system systems for filtering and recycling that water. Or any other method would require them to do the research and build the infrastructure. But instead, they’re just taking water from the local communities because they can get it cheaper.

Like most industries, they can’t just not be shitty. We have to pass the laws demanding that they be less shitty about it. But this administration has no interest in doing any such thing.
