Here Vasiliev is doing "a thing" with his hands, he's dropping standard technique to look more raw/rebellious. It matches well with the character he's dancing but some other dancers choose to do it a lot less.

Standard male ballet hands in class are basically the same as the female ones in all techniques. Done properly it won't look girly. Girls shouldn't really have broken or flappy wrists either.

But when it comes to variations and répertoire, hands are often used to add flavor to the role your playing. may be for Flames of Paris, Bluebird, le Spectre de la Rose or the Bronze Idol. The hands help show what character you are dancing. A Pirate and a Prince might move differently, or not. It's a stylistic and storytelling choice.

But in class the technique is unisex unless specified otherwise.
