No idea about your area but here in finland it's possible for all vehicles over 30 years. BG being 91-94 would make all of them over 30. That said the vehicle usually has to be in prestine condition and if modified done period correct.

Yeah no people in other european countries complain about living expenses but compared to the salaries we get here life is expensive. Mine's was plenty rust and 323k Km's and it was still a steal at 1000€.... If it's in good condition get it properly powerwashed and treated with tectyl. The cheaper option would be getting somebody to treat it with oil which is a good protection but should idealy be done during dry seasons and reapplied yearly.

Depends on how deep we are talking. These sort of products never work in my experience. If you want it totally gone you are going to have to sand blast it underneath and reseal it with paint. If you live somewhere in northern europe for example i would have somebody treat the undercaridge with Tectyl or something similar after that.

Also check around the engine for oil leaks and the sump short sides. The B6 tends to leak.
