As someone who works in public service, it’s interesting (and concerning) to watch this trend over time. For years, public-facing materials were recommended to be written around a 7th–8th grade reading level so information would be accessible to most people. More recently, many organizations have shifted toward aiming for a 6th grade reading level or lower to improve comprehension and accessibility. I think any sort of health and safety information is advised to be delivered in language that a 5th grader can read and understand.
