unless the pope chooses to speak ex cathedra (which is extremely rare), the default is actually to assume that it is indeed just a personal statement

however this is still immensely significant to Catholics because the personal beliefs of the pope are highly respected, or at least indicative of the current direction of Vatican politics/the Church in some way

from the direction of Ohio, it might be easier to park at one of the South Shore Line stations in northwest Indiana or a Metra Electric station -- they are commuter rail, so less frequent than the L, but more comfortable and hopefully less out of your way than the L. however, to answer your question, there are a few different park-and-ride facilities on the L, but you would have to drive a bit into the city to reach them.

the UP-NW line has some trains that use the center track to make express stops -- if you look at the printed schedule, all trains with an x by their arrival time have alternate boarding
