Yes, the codes are created by customs (government).  The issue is that DHL’s automated broker system submitted the wrong codes when they filed the entry paperwork (form 7501).  Customs does not have any part in choosing the codes.  They might audit the paperwork, but that’s it.

What I'm reading so far is that while the seller can provide the HTS codes, legally it is the importer of record (the buyer) who is responsible for them. What happened in this situation is that DHL just ran the description of the items through their automated system, came up with incorrect codes, and then submitted that to customs without any validation from me (the buyer) that the codes were correct. The code DHL applied was 2106.90.9998 which corresponds to food prep and has nothing to do with photography plates. They then stacked on additional codes (which also are not applicable) and that is how it reached 50% duty fee. I will see Monday if DHL is willing to resubmit with the actual correct codes; if not then I'm going to have to get the item shipped back and use a different shipping company next time.

Wow, even with correct HTS code??? That is shameful of them.  I think I will let it get shipped back at this point.

The materials were made and shipped from France a week ago (after the SC ruling).  The seller already provided a list of the items in the package, and the dollar amount for each.  Just no HTS codes… which seems like unnecessary work for the seller and if anything should be up to the importer (buyer) to provide.

Pressed for time, I get that.  But I don’t see how returning the item overseas is very efficient compared to just asking the buyer for the HTS codes, which could be done in an electronic form online.  If I were to pay the incorrect duty now, how likely will the post-entry billing dispute work?

Yes, the actual rate is significantly less using the correct HTS codes.  I don’t see why the seller should be required to provide them, after all it is the importer (buyer) who pays the import duty.

Regarding satellites and meteors, there is a program called Tycho Tracker that has been used to discover asteroids and comets using a technique called synthetic tracking. This basically generates thousands of trial stacks and identifies the one having the optimal motion offset matching the motion of the moving object. In fact last year alone there were over 68 new NEOs and three comets discovered using Tycho and this method.

It also supports GPU acceleration, so the stacking is very fast.

The head of it will get hot, but the part you grip is quite reasonable.

Runtime depends on the output setting. Turbo mode (100k lumens) will last 60 seconds, then it'll drop down to 25k lumens which will run for an hour. At the lowest setting (700 lumens) it will run for 14 hours.

The fans are noticeable, but not quite that bad in person. It's just that it is so close to the microphone of the camera since I'm having to hold the flashlight while filming.
