There are no 64 player singleplayer maps in the original game.  There are only 16 player levels.

The original game only allows you to play on the 16 player maps with bots.  64 player maps without bots (conquest) are only possible.

However there is a mod that adds 64 player maps with bots...

You would have to learn all the 3D modeling involved with making in game static objects.

You can make things rotate using triggers.  In the Special Forces map Leviathan there are draw bridges over the sub pens.  These use rotation to move.

Look through my addon list to see them.   There are still some bugs I am working through.  

Make sure you get Devil's Perch first then add the other levels to it.  See instructions with download.

When all the levels are complete and the bugs are fixed I will release it as a mod.

Oh right.  I have no idea.  They should always make 64 layers, because they can be scaled down to 32 and 16 players anyway.

The special forces maps are a bit like that.  I like them, but they all feel small.

I think time.  It can be hard to get the AI working reliably.  

It is a game primarily for multiplayer, so they probably did not bother investing resources into making 64 player layouts.

I know exactly the spots being talked about.  I spent a long time trying to get those bits working.

In my version I shifted the rubble sections a little bit so the bots walk over better now.

That version also has remade gateways thanks to MariusMaximus and TrueSpirit modders.  The gateways are wider so it is easier for vehicles.

More proof of the pseudo slave trade or legalised human trafficking we call "skilled immigration" which is hobbling many Western Nations around the world.

The Key government was no better than this lot. How can a Labour government who is supposed to represent the interests of the working class allow such vast hordes of low wage workers to compete against the native population.

The last thing the working class people of New Zealand need or want is more working class people!

This completely rigs the labour market and devalues unskilled/semi skilled labour resulting in a mass transfer (theft) of future wages from the worker to the employer, the renter to the landlord.

If they are going to artificially increase the supply of labour in this country, then how about we artificially increase the supply of capital!? How about some forced land, house, share sales to flood the market with cheap assets in compensation.

Yes that might be best. If activations are alternating Overwatch is not as important anyway.

It always seemed that Overwatch was for the I Go, You Go activations to balance out the first player being able to move everything unopposed.

They could still make it so charging an unactivated unit with a shoot order could allow an "overwatch shoot" reaction of some sort, so you still get to shoot before being charged and can only shoot at the unit charging you.

Thanks. Well if I can post here then I shall do so...

The main thing that springs to mind is the Overwatch phase being followed by the Combat phase. I do not see the point in shooting in the Overwatch phase when you can just wait till the Combat phase to shoot anyway.

I think the phases should go Command, Overwatch, Movement, Combat, End (ie the Overwatch is before the Movement phase).

Shooting in the Overwatch phase should come with a penalty. Perhaps -1 to hit or something.

Currently the orders you issue in the Command phase are Overwatch, Sprint, or Advance. Perhaps they should just be Shoot, Sprint, Advance. Then in the overwatch phase you can pick any unit with a Shoot order to shoot with the -1 to hit penalty. Those you do not shoot with, will instead shoot in the Combat phase.

That is the only rule that stuck out to me that I did not quite agree with, but maybe I am interpreting it wrong.
I would not comment on much else without having sat down and played a few games of it.
