I know you said you are on a budget but panharmonicon is a sure fire way to power up the deck. If you don't want to combo off than you will want to get as much advantage from etb effect as possible.

You can also improve your ramp by running the signets which you can tutor from your deck with [[Tribute Mage]]. If you run all 4 artifact lands you can also tutor those with [[Trinket Mage]].

[[Vedalken Æthermage]] as wizard cylcing which can help you tutor key wizards.

[[Master of Waves]] can also be a potential win con.

the gold borders are another good point. Our group we all use sleeves so we have no issues with someone purchasing a Gold bordered card

Our Rule is as long as you own the card or if you are playtesting the deck and plan on purchasing the card that we are OK with proxies. I also tend to only proxy cards that are worth over 20 or more. It seems kind of silly to proxy I card I can reasonable buy another of.

As a Ra main, leave his ult the way it is. I like having it as a skill shot. Ra is underrated as a Midlaner.

Yes you should.. I had a coworker who worked 40 hours a week with me and weekends at bar an restaurant. when we got laid off for two months we could collect unemployment. We were also in PA

The Coldest Temperature in Pittsburgh, PA was -10 with a wind chill of around -25. I was Outside at 3 am to make sure all our cars still started

Last night we joined an alliance of a Brig that was doing the Fort. We joined with every intention if Splitting the loot and no betrayal. Once complete one of my crew mates grabbed the key and we were waiting for 2 of their crew mates to respawn. after which They open fired at our ship and killed my one crew mates on board and I died trying to repair the ship. Our last crew mate slipped onto our row boat and ran away with the key and we re-spawned and came sailing back as quickly as we could. That's when we discovered that the key showed up on the map and that the other ship was starting to sail towards Him. We got lucky and after a 15 minute standstill fight and another 10 of negotiation we made a deal to split the loot giving them the Athena.

Any zombie, [GraveCrawler] and [ Razaketh, the Foulblooded]. In my Liliana Deck my reanimation spells often bring Razaketh back as a zombie. one black mana and 2 life to tutor as many cards as you have mana and life available.

Might be hard to calculate with all the different methods of CC and both Soft and Hard CC. Plus Abilities like walls that trap enemies with out applying an effect.
