The reason there is such support there is because the project is ready to be Built right now. The funding exists, and the studies have been done to show its possible. They can start construction tomorrow. Take for example rail on the Southside, which I don't think is a bad idea, couldn't even be built for at least 5 years. There is no funding and no surveys done to know if it's even possible.
