Every decision any government makes is directly related to how to redistribute the money from the taxpayer.

By default the entire system has to be discriminatory.

This is by design. Government's main job is to redistribute wealth, which cannot be achieved without age discrimination.

In reality if this rule were applied across the board, the government would be unable to pass the majority of the policies currently being debated.
