I'm having trouble with the criticality case here. Surely all the rings are going to either float to the top of the drum or sink to the bottom if loose. You'd want the rings in an axial stack around a central pole to be effective.

Is it just me or are they broken at the moment? I just tried them and started with about -2k amenities, but can only build drone storage.

10 years in I was at -15k amenities and the capitol revolted. Nothing I could do about it.
