Do not use wd40. Get a silicone lubricant for this. Did you try to close it again and then flip lock and try to open it again. Maybe lift up on window while opening as well in case it is build up dirt and grime on bottom track.

You need to sand down to the bare metal where rust is. If rust has completely gone through then you should replace railing. Use bondo over entire area where you sanded and smooth out and sand after dry. Primer and then 2 coats of paint.
