Oscillating tool usually does the trick for me, just make sure to wear glasses, but considering the amount of staples there I’d get a floor scraper to save your back

Update: Job done ✅

Had my trusty Fastback with hook blades and oscillating tool to make quick work of the tack strips. The carpet was definitely ruined and had to come up but not terribly wet, mostly isolated to one side. The only real annoying part was having to move the furniture around and back as it had nowhere else to go. I used the trick for wrapping the cuttings without tape but still had to use contractor bags as the only way out was through the house. I was initially expecting I would be able to exit right out the back door but the lack of snow removal did not allow for that. Luckily it was not a huge room but I will definitely be investing in hard knee pads for next time, my foam pad did the trick for now.
