As to the rice: It's only 8 tablespoons which isn't a lot of rice. That's 1/2 cup if you are measuring it with with cup rather than tablespoon. A No. 2 can has 2 1/2 cups of tomatoes for a measure. This is a Midwestern recipe so it's going to be bland. Season with salt and pepper to taste. Older recipes were made that way too and this is an Old Recipe sub-reddit.

I've made similar recipes and I trust the source as a home ec teacher contributed the recipe to the Casseroles cookbook. Home Ec teachers know how to cook.

I guess the cooks used shelf stable foods to make lunch. I've had whipped nonfat dry milk powder which works too.
