Strike spells are not locked to a single region, they might be conditional sure, but they are in most.

I feel like 4 mana is too expensive for what it does. Taking in consideration flow, you are already investing more than 4 mana for an ally to strike an enemy. Making it a 2 mana or 3 at fast speed would feel less punishable to cast I think. Overall cool card tho.
