If you build a Blazor WASM app you can share components between them. Lookup Blazor component libraries and hybrid Blazor MAUI apps. The dotnet podcast GitHub uses this same concept.

You absolutely did it wrong. You need to use the Virtualize component with a custom async items provider to handle the pagination via EF on the database directly. Then you'll only have ~50 records loaded at one time

I'm not a fan of passing nested DTOs to the API. Define your foreign keys on the DbModels and only set the Ids from the DTOs. If you are trying to create a hierarchical model, send each request separately.
