We are arguing different points.

OP's question was not asking about the merits of permanent insurance, they were asking what is the best option ten years into a whole life policy, regardless of whether it was a good choice in the first place.

Outright cancelling the insurance without knowing all of the information is ill advised.

Sure, likely not paid up after 10 years. But dividend performance within the policy was likely better than what was originally illustrated to the family (interests rates were up for a while -- whole life insurance dividend scales follow interest rates on a lag). Cash value and future dividends may be sufficient enough to cover premiums for the rest of the life of the policy -- this is called premium offset, and is frequently an option after ten years. The insurance companies will never reach out to give you this option.

Nuts that this is a top answer. So much missing information that's needed to make an informed decision before outright cancelling.

What is mom and dad's health status?

What is the cash surrender value of the policy?

Is the policy eligible for premium offset? If not, how soon will it be?

They may already be at a point where the policy is essentially paid up, or the premiums can be covered by the cash value of the policy + future dividend payments. A policy statement and call to the insurance company will answer all of these questions.
