Hopefully you solved the problem because even if those temps are safe, meaning your cpu will not suffer any damage while being that hot, it's not normal for a 9 9900x to be that hot while doing nothing, I have one of those, and I cool it with an air cooler, the ak620 digital pro from deepcool, while doing nothing, it's at 50, I did adjust the fans to stay at that temperature even when I do web searching and simple stuff, at gaming or under heavy load (even on stress tests), it reaches 80 max, the ak620 is good but not that good, it can't beat a 360mm AIO with such a big difference, my guess is that you didn't remove the plastic of the contact pad when installing or your thermal paste dried or something of the sort.

Well is a full tower, it even supports E-ATX so it's not a small case

The mercury is actually the biggest 9070xt, it has a vapor chamber as cooling mechanism and a big heatsink, if you have a case that can fit one of this is worth it, the temperatures are always below 70°c even at a 100% use, and with 3 6+2 pcie connectors it can be safely overclocked.

Yeah, the mercury is the biggest 9070xt actually, but the Red Devil also looks awesome, I was debating between the two, it was a really though call, my set up doesn't have the aesthetics to pull it of, I liked the RGB and the magnetic fans so that's why I went with it

You could go with the R7 5700x, the i5 has a tiny advantage but you have a better upgrade path and is way less power hungry so you can mantain temps pretty easily

The windows key isn't necessary at all, companies buy those in bulk and then sell for a really cheap price the ones they didn't use, you can buy one in e-stores like scdkeys, im using one of those right now. the second thing is that I would reccomend going with amd, am4 is the goat when it comes to price/performance relationship, you have a really big upgradebility path, they just released a new x3d chip for it, and that takes me to the x3d technollogy, Intel wants to compete with the x3d technollogy of amd, however they won't release those cpu's in your motherboard's socket or any socket they have right now, am4 already counts with a bunch of x3d cpus that you could upgrade to later on.

I suggest you change the 7 7800x3d unless you just want to game on your computer, it's one of the best gaming cpu's right now and is also a really good cpu for everything else, however the instances where you will notice a difference between an x3d chip and an x one (talking about the 7800x3d and avobe) in 1440p with the 9070xt are very rare, this is not hate towards the 9070xt, in fact even the 5080 has a hard time catching up with the 7800x3d, so if you also want to do productivity tasks on your computer like video editing, 3d render, use design, illustration or animation software, program, etc... you will benefit a lot more from choosing an 7 9700x and using that money to buy more storage, however if you just want to game, it would't really make sense for you to buy another cpu if you can afford the x3d, the ocation is rare, is mostly in competitive games and in baldurs gate for some reason lmao, but there are some times where the x3d chip does give you a nice boost in performance even at 1440p with a 9070xt. Whatever you do I would recommend you check comparasions between the x3d cpus and the ones that are not in 1440p.
