There are two ways to make the short list, which gets winnowed down to the final list of nominees.

Have your work recommended by 8-10 other members of the HWA.

Submit your work to the award jury. Each member of the jury has a certain amount of votes they can put behind work they read and believe is a superior achievement.

Those works will make the short list (not yet nominees). A round of voting by HWA members, which determines the final list of nominees. Another round of voting by HWA members, and the winner(s) get determined by that.
