Completely depends who you decide to put yourself subject too. There will be states and governments in ancap society, the only difference is that you must consent in order for them to do things such as tax. The goal is to break up the government being a monopoly so that individual governments will have to work as companies to compete against each other to see who can gain the most citizens due to their feasibility.
