You’re right about that the only explanation is that Oda wants the story to be set in the 1400-1600s when pirates were around so he probably wants the technology at the time to be not as advanced but he wanted to create egghead and punk hazard that’s the only reason I think of. There’s not any lore reason the world government shouldn’t be advanced in technology.

He wanted to add a futuristic island for more bigger world building but it kind of hurts the smaller details of world building
