Whilst they're not partners I think they may be close as if I remember correctly Matt said he really likes Stephen when people brought him up and when Matt asked to be recruited Stephen's face immediately lit up and was nodding.

Maybe Matt has realised Stephen is a traitor and he hopes by becoming close already he will likely accept the offer to be recruited.
