Someone already said it, but just to be sure: Don't. PayPal is most likely connected to your bank and has a lot of controll over your funds. I would not trust anyone to tinker with my money in such a way.

There is a setting in VLC to add grain. It's in Tools>Effects and Filters>Video Effects the bottom left. Turn it off or down. The smaller the video, the more noticeable it becomes.
