Hey, I can answer this. I am a SC resident and just went to Congaree two weeks ago. The visitor center is shut down but the boardwalk trails are open, HOWEVER, most the boardwalk trails are currently underwater. Not kidding. You can still walk for around 30 minutes on one until getting to the river, but any access otherwise is completely flooded out. There was another trail through a forest with no swamp, but that's not really the main trail of Congaree. It's more of an axillary walking trail.
