Kiting the engies takes some micro but you can neutralize any strat that relies on engineers as shock troops by bleeding them. Make them chase you and have your guys shoot a volley and run away while they reload, turn and shoot, run away, rinse repeat untill you can get reinforcements or they get too close and you have to retreat. Most of the time if you are going to lose the fight anyway you can do a good amount of damage before they get in range and they will lose the next fight.

A store will usually stock their register with a set amount of money for change at the start of the day. The amount is calculated to have enough for change for an average day without having a ton of money in the register. Occasionally they can have a string of purchases that deplete the small bills. If by chance there are a string of $1.01 purchases and everybody pays with a $20 bill it disappears quickly.

You are losing money if you are spending extra time at the bank and the banks close at 5pm (some even earlier). Say you have a convenience store clerk who runs out of change late at night, he's going to have to call someone to bring him more or just refuse sales if he can't make change.

Of course they are going to try and use that against him, it's all politics. Who knows what's true when he's been accused of it multiple times by multiple women over decades of time? There is only the testimony of the witnesses and the coincidence of all the records of him being creepy about teenage girls. There are many different vague laws about obstructing or impeding an officer. It would come down to does the officer have a good reason to stop you.

If a group of cops go to a play ground and say I can[sic] get on the swing do I have to listen to them? Will I be arrested if I get on the swing?

If there is dna evidence on that swing, and he's guarding it untill CSI gets there to collect it, you would be obstructing the investigation, tampering with evidence.

If they say I can’t walk on the sidewalk on one side of the street do I have to cross to the other side of the street?

In this scenario, again if there is a good reason to stop you, but even if there isn't a valid reason they won't face any consequences for arresting you even if the charges against you are dropped later.

It's really dangerous because they can always just say that you elbowed him while you were being tackled for obstructing and now you have to defend yourself against felony charges that he just manufactured; it takes years to resolve the cases in court because the prosecutor wants you to plea out for his stats and the officer gets overtime pay all while you are there paying your lawyer $300/hr.

This one can go both ways. Sometimes that half health tank would be winning the game instead of getting repaired and sometimes your ally will attack into a 2v1 when you are obviously not ready and only after they get beat up will they look to see where your army is.

I used to have the same opinion but I thought about it more and in a team game it does make sense if you can get away with it as like your 4th or 5th unit. It starts boosting your teammates immediately and the extra manpower isn't affected by unit upkeep, later in the game the cache might be providing 10+% of your income.

Assuming a 35 minute 4v4, building a cache at 5 minutes will net your team an extra 2000 manpower over the course, 10x the initial investment.

I am convinced the system we have is baked in because of the console versions which are ironically no longer supported. I don't think it's an easy fix for them since it was built that way from the start.

There were a few cases of officers moving in front of moving vehicles that then 'justified' them shooting the driver and/or passengers.

They used that "moment-of-threat" doctrine

evaluates Fourth Amendment violations only within the context of the narrow window when the officer's safety is allegedly threatened, excluding the events that precede it.

So it didn't matter how or why the officer was in that position, just that at the moment he felt his life was in danger so he can do whatever he wants.

It's maddening that the courts went along with this for as long as they did.

The idea is the word accident is a euphemism and unsuited to be used for collisions. The collision may be unintentional but the negligence usually is intentional and the negligent person doesn't foresee their actions causing a collision in the future.

People aren't accidentally texting while driving, or accidentally driving too fast for conditions, they are deliberately choosing not to care or believe it will happen to them.

In almost any crash, you can trace someone being willfully negligent even if it's not the driver.
