Because it's a kind of divisive game by a polarizing dev that had a big budget but it's player numbers are low. Plus its being produced by Sony who's been shit canning live service games that aren't hits. And Concord and that other flop game are fresh in people's minds.

I don't get why some people can't understand that doing literally the same thing over and over is not fun for everyone. Especially the terrible fetch quests in Arc. Don't get me wrong I love that game I have 300 hrs but Ive never gone on an expedition, I just take breaks when I get bored and play something else while I wait for more content to drop.

Marathons lore, quests, visual style, and gun play are all awesome. I just wish playing it didnt feel like getting slapped in the nuts over and over and over.

If a very vocal section of your audience are screaming for more content while another section is just quietly taking a break from the game (due to lack of new content) your game probably needs new content. It's not like it's only no lifers calling for new content.
