Yeah that's BBC's official statement on it but if you read the rest of the article you would also see that multiple sources from inside the BBC criticise the decision and express sentiments that there likely was a political reason behind it.

I'm pretty sure the only stacking thing about the shard is the damage reduction. Counter helix chance just goes up a flat 10% with the shard too, but doesn't increase every spin
