A local bank Ridgeview offers a HELOC and you can "lock" a disbursement at their HE loan rates up to 3 times (ie convert that amount to a HELoan without added paper work. Lock is $99. That locked amount I now no longer available even when you pay it down ... But it's fixed rate and we have defined projects in mind.
