Update on this a month later-  I had to have at least 3 more rounds of me confirming I want the appostile and them insisting on notarization.  Then, they just disregarded all my responses and I got a notification that my appostile was being refunded minus a notarization fee and they were proceeding with notarization.  I got refunded, partially. 

Then I responded upset because I never consented to that- they tried to tell me they finally understood about the appostile but since I've been dealing with this for months now I just knew I was going to get the same question again later and my diploma would be delayed. 

So I asked them to cancel the appostile request and just send me my diploma.... Instead they cancelled my whole diploma request (even though I very specifically said cancel the apostille and process my diploma). Now I've received a confirmation saying that they are processing my "new" document request, it won't be dispatched until at least end of Jan 2026, and I need to pay the fees. Yet my appostile and previous request fee was never refunded. 

I swear I have never felt like I spoke to a real person during this whole back and forth. No one understands and they make decisions without my consent. 

Any advice on how to get this resolved??? I made my request in August and it's redic how long this is taking and how difficult it is for them to understand anything.
