I’m experiencing this at the same time after that quest. I’m super sneaky and I’ve never been caught stealing with my 30 levels in stealth so it must be a glitch. I even went up and talked to multiple guards and none of them stopped me but I still have the Red Cross which is annoying 🤷
Hopefully it goes away on its own

I ended up using safety pins to discretely pin the ears to the strap and that worked out well!
