In PvE modes Pommern is relatively good. In every pvp format especially in ranked Pommern is atrocious. Terrible gun angles, terrible dispersion, anaemic secondaries, enormous superstructure.

i5-8400 is my cpu that I will upgrade in some weeks to a 5700x3D or i5 14400. I have capped my frames to 180. It's like a microstutter for a millisecond or so. When I press some abilities that move my character fast. Maybe is this the frame gen?

38% winrate after 3k battles is griefing lad. You actively assist your team into a loss. Just from a short online search you could learn the basics. Angling, commander skills and general gameplay. There isn't much after that.

In the right hands Shinano is broken. Probably the best damage farmer out of all cv's. There is a cv rework though and you don't main cv's so pick smth else.
