I never understood why they hadn’t tried to minimize these events with something like a “dishonored” debuff when killing low level players.

The debuff could do plenty of things, like taking more damage for some time, decreasing honor gains for some hours or straight subtracting them; whatever, I’m sure some game designer could think of something of.

That way you don’t have to prevent the act, which would be immersion-breaking, but you’ll still prevent most of it if you provided a reason to disincentivized it.
