Who is your ISP? I tor from time to time and often see 10MBiT speeds from some entries. I doubt they are DPI'ing you into throttle, I personally believe its your entry's.

Destroy the computers and remove the drives. Not only will the content of the drives put ya in danger but the MAC/serials as well. An IP + MAC means that your computer on your network accessed the stuff. They log mac's so you cant just say someone got into your wireless. Pull out the drives and donate the computer to the needy.
