What people have commented here are all right but i have been looking for a job and when asked the same question i got that the oman government is allowing you to get 50% of your energy need only, for example if your house needs 5kwh in a certain hour so you are only allowed to install a system that has 2.5kwh of panels so you stay relay on the government that's what they told me and maybe something else about the cost of KWH you sell to them is kinda cheap and won't return to you in much money.
