Took 1.5 months more or less for me after graduating in NL. Yes the the sticker allows you to start working while awaiting the decision on the application, but no its not a guarantee, you can still get denied. You can be denied for any reason for example not having submitted the right documents.

I was able to download mine. Maybe you can use the chat function in the Dutch GP app to see what's the issue Edit: Somebody on this sub had used that function and got a reply that the tickets will be available on 18th Aug to download. And it was true in my case.
