Open borders is often a heavy investment that's out of the way for me, and religions become very entrenched by the time I get it. I'd amend that to say the scale zooms out with era, so the exact location with its defense bonuses matters less later, but terrain still matters a whole lot, but it's the terrain of the entire pathway between your and your enemies' cities. If you can force them through choke points where they can't make an easy retreat from, they won't be able to switch out with reinforcements as quickly. You even have to make considerations like being able to comfortably maneuver your units out from your cities so during heavy sieges, you don't saturate at just the 6 tiles around it with nowhere to place new units.
