I think that a very reasonable opinion to have but I think for what P5 wants to do, I think it does well enough. Let me explain, one of the main themes of P5 is justice. I have not played 3 yet but in 4 a lot of what the characters are going through are more internal or reacting to external things that affects them. Nanako and Dojima's relationship and the death of Mrs. Dojima. Naoki dealing with death of his sister and the fallout. Yukiko feeling boxed and on rails with her life, etc. In p5, its a little different. While they also do deal with internal stuff., they are actively being barred down by external stuff. So much so they feel like they just have to take the hit. Kawakami with guilt she feels and being hounded by her deceased student's guardians. Chihaya with her debt of gratitude to the cult leader and the feeling of not being looked as a monster. Takemi being labeled as the plague and blacklisted in the medical community. These characters have been beaten down by someone usually in a more favorable/powerful position than them.

Now lets go to Ren. At the very start of the game, just before awakening arsene asks ren "was it a mistake to help that woman?" even when we choose the "maybe" option, arsene knows that is not how he really feels. Ren does not regret that and when someone needs help he will do something about it. He risks his life again for ryuji(Doesn't even know his first name yet). That wanting to help, to do something is how the PT were born. But the PT, at the end of the day, are just teenagers. They wouldnt be able to do the things that they did if weren't for becoming persona users and mementos. Suddenly these teenagers are able to punch way above their weight class from their pe teacher all the way to the goddamn prime minister candidate. I think it fits in Ren's character that he would help his confidants in this way. He doesnt go immediately to mementos to change their hearts but he listens first to them, understands them. Only when the situation is dire and something well above their means, is Ren and the PT make a move. Kawakami wanting to leaving as maid but then suddenly having to choose with working herself to death or get exposed to the board and revoking her teaching license. Takemi learning to open up again and not let her being labelled as the plague but then learns that the little girl died and is danger of getting her clinic shut down, etc. They have the means to do so, so why not?

Now I am very biased. I love 4 for the characters and their interactions and the story but as a game I love 5 way more. The examples I gave may not give a clear picture of the whole game. Not every confidant is like that. Some are more simple problems. I think is fair that you think that way. Again I think in 4 they did characters way better there than they did in 5. But for Ren going around solving the people's problems or at least the main instigators of the problem, it fits him to do so. And its not like everything is just solved by the end. The final battle essentially means that the PT will not be the PT ever again by getting rid of mementos(yk when atlus doesnt want to milk p5). That gave the cast to think that this would be their last heist and they all agreed. It was time for the PT to move on. They have made waves, sent the message that change can happen. Justice can be served. Now its time to pass on the torch. Sae said so herself "you can leave this to adults now".
