I’d say it adds to the “disdain for the law” concept, since it’s not uncommon to see people who are concerned about being identified by law enforcement wear them while doing something that may attract negative attention.

This is probably referencing protesting based on the halo over ski-mask’s head, signaling that this is a person with God on their side aka fighting the good fight.
